Article XII -- Amendment

These Bylaws may be amended at any time. However, any proposed amendment shall be provided to the Committee subject to Article IX, S3, said notice including the proposed amendment, its rationale and need. An amendment shall be deemed to have been made when it receives the affirmative votes of two-thirds (2/3) of the members of the Council present and voting at a meeting duly called and held.
