MEMORANDUM FOR RSB EXECUTIVE STAFF AND DISTRICT OFFICE STAFF

Subject:  Purchase of Furniture for Consumers

 

We have been given a waiver from Prison Industries for furniture that is to be delivered to consumers' residences. This does not apply to furniture you have delivered to your offices for consumers. The waiver we received earlier for equipment did not cover office furniture which is anything that can be obtained through Prison Industries.

 

Through use of this latest waiver, you may purchase furniture for consumers from venors other than Prison Industries only if the furniture is being delivered to a private residence. If furniture will be delivered to your office or another public, easily accessible building, it must be purchased from Prison Industries. All items from Prison Industries must be ordered on Equipment Request (R‑7) submitted to this office.

 

Authorizations for furniture to a private business will be returned to the district for cancellation when the furniture is being delivered to one of our offices. Any furniture received under these circumstances must be returned.

 

When purchasing furniture under the waiver, please utilize the current standards and guidelines on cost of equipment. Up to $1,000 may be authorized directly from district offices; $1,000 up to $3,000, authorizations must be sent to Central Office to be sent to the vendor; over $3,000, we must have three bids, with the bids and authorization sent to Central Office to be mailed to the vendor.

 

When the furniture is being obtained from Prison Industries, the above procedures based on cost do not apply.
